Kerry Wray has applied for backdated planning permission to change the use of the building at Wood Head House in Belthorn.
In a supporting statement to Blackburn with Darwen Council she says: "This building was initially approved in 2020, intended to provide accommodation for a family member whose health was deteriorating.
"The project was prompted by my mother’s diagnosis of Vascular Dementia.
"Unfortunately, due to delays caused by the Covid-19 pandemic, the construction was not completed before her condition advanced to a stage where independent living was no longer feasible.
"As a result, the annex is no longer required for its original purpose.
"We therefore request a change of use for the property.
"Currently, the property is managed by Sykes Cottages, a professional holiday letting agency.
"It has already been used by four different parties, albeit without our awareness of the need for a formal change of use application.
"The guests have included: families visiting relatives in Blackburn Hospital, located just two miles away; individuals or couples on walking holidays; people overseeing construction of a new home in the area; and visitors staying for leisure purposes.
"The property is situated within the curtilage of our home and is not located on a public highway.
"Its use as a holiday cottage does not require any additional parking facilities, nor does it involve any structural changes to the building, as outlined in the original approved plans."
