A section of road close to the entrance and exit of a town car park has been shut.
A team from United Utilities is working to fix the issue near Brown Street car park, on Penny Street, next to the bus station.
Work on the site began yesterday and continuing during Wednesday.
Drivers can still access Brown Street Car and can turn on to Penny Street from Barbara Castle Way. However, there is no access on to Barbara Castle Way from Penny Street.
Blackburn with Darwen Roads said on Tuesday: “We are advising motorists and residents of flooding at the junction of Penny Street and Brown Street in Blackburn, caused by a broken United Utilities asset.
“The flooding is fairly significant particularly at the entrance/exit of Brown Street car park, and has been reported to United Utilities for an urgent response.”
United Utilities sad: “Our team of engineers are on site repairing the leak. We’re really sorry for any inconvenience this has caused and thanks for your patience.”
