A FORMER food packaging factory is to be turned into bedsits at the second time of asking.
A previous planning application by Dean Hussain Raj Investments Ltd to convert the vacant premises at 25 to 27 Cobden Street, Burnley, was refused in August 2023.
But a revised proposal has now been approved with conditions.
Burnley Council has granted planning permission to turn the building into three houses of multiple occupation (HMO) with 14 bedsits.
Each will have one bedroom suitable for two people.
Supporting documents submitted with the successful application said: "The proposed development site previously occupied a food packaging premises however is currently a vacant building.
"The property comprises part three-storey, part two-storey and is attached to a row of terraced dwellings.
"The property is situated in a predominantly residential area within the built up area of Burnley.
"There are a range of amenities in Burnley including shops, schools and recreational facilities.
"The development proposes to convert the building to create 14 bedrooms in total as part of an HMO property.
"The development also includes three communal kitchen/dining areas and communal lounge areas.
"The proposed development comprises the redevelopment of an existing vacant building, which if not redeveloped would have be at risk of falling into disrepair.
"The development will create high-quality residential accommodation within a desired location.
"The proposed redevelopment has been designed to ensure that it is sensitive of its surroundings ensure the residential amenity of new residents and that of existing residents residing in neighbouring existing residential development.
"Overall, it is considered that the change of use to introduce a range of apartments has provided new accommodation at this desired location whilst ensuring there are no adverse impacts on the surrounding area and therefore accords with local and national policy.
"We consider that the scale, layout and design of the proposed development is of the highest standard to ensure that the scheme will positively enhance the local area and has provided high quality properties which meet the needs and aspirations of people needing accommodation in the area."
