A Hampshire-based company is proposing to build and operate a new waste transfer station in Blackburn.

Cleansing Service Group Limited (CSG) from Fareham has applied for planning permission for the industrial unit on a vacant site in Gorse Street in the Green Bank Industrial Estate.

It would handle non-hazardous waste including household rubbish for transfer elsewhere for disposal.

A Design and Access statement by the Campbell Driver Partnership submitted with the application to Blackburn with Darwen Council says: "The site benefits from three planning permissions that have been granted over the years.

"The third and most recent permission was granted by Blackburn with Darwen Council on March 17, 2014, for the 'construction and use of waste transfer building'.

"This application is a resubmission of that previously approved application that has since expired.

"At the time the previous application was approved, the site was owned by NWM and they did not construct the approved new unit.

"Ownership of the site has now transferred to CSG who wish for the new unit to be constructed to meet their business needs.

"The design of the previously approved unit has been slightly modified.

"The materials previously approved as vertical metal cladding in goosewing grey are now proposed as vertical metal cladding in black.

"Other changes include the removal of one sectional door and relocation of the entrance door.

"All alterations have been carefully considered and made to suit the requirements of the new owners

"The site is located along Gorse Street, Blackburn.

"The site is situated within an area identified as suitable for build waste facilities in the Joint Lancashire Minerals and Waste Site Allocations and Development Managing Policies Local Plan.

"The site is currently vacant space.

"The new site will be used to accommodate a waste transfer station which is to replace a similar building that was demolished due to a fire.

"The overall size of the proposed unit matches that of the previously approved.

"The appearance of the building will be of a high quality modern finish.

"The location is already in use and has approval to operate as a waste transfer facility."
