A Lancashire police officer has been referred to the police’s professional standards department after a video was uploaded to YouTube which appears to show him calling a member of the public a “f***ing biff”.

A user by the name of Reggie Photo who uploads videos to YouTube and has 35,000 subscribers, posted a video last week which shows several police officers in vans and cars outside Preston train station.

The officers were there to man the build up to a football match which saw fans heading to the station, and at the start of the video, ‘Reggie’, who is holding the camera, walks up to one of the police vans and appears to gesture to an officer sitting in the passenger seat.

In the footage, ‘Reggie’ stands next to the window for around 10 seconds before pulling a funny face at the officers.

One officer then winds the window down and says: “Go away you f***ing biff.”

‘Reggie’ then says: “Biff?”

With the officer responding: “Go away.”

‘Reggie’ asks why, and the officer says: “Because I’m busy and I haven’t got time for people like you.”

A further exchange takes place before the officer winds his window back up.

In the footage a group of football fans can then be seen walking down the ramp towards the station with the officers in the van getting out to go and escort them.

‘Reggie’ continues to goad the officer, and what follows is a 13-minute escalation, with ‘Reggie’ seen pestering the officer while he is trying to do his job.

Another officer then walks up to ‘Reggie’ and explains they are trying to work and can he move along.

A heated discussion then occurs between ‘Reggie’ and the first officer, who tells him he works out of Blackburn, before ‘Reggie’ is ushered towards the train station.

The footage continues with ‘Reggie’ returning to speak with the original officer who calls his behaviour towards the police ‘disgraceful’.

Later, a third officer tells ‘Reggie’ he is causing an inconvenience to people on the railway and harassing his fellow officers.

The video ends with ‘Reggie’ walking up the ramp towards Fishergate Hill.

One person commenting on the video said: “He breached (almost) every principle of the police code of ethics in about 10 seconds flat. Must be a new record.”

While another says: “The language on that officer is disgusting. He needs a disciplinary ASAP. Totally unacceptable behaviour.”

A spokesperson for the police said: “We are aware of the video circulating on social media featuring one of our officers and we have referred it to our Professional Standards Dept who are dealing with the matter.”
