A leading councillor has said Blackburn's new £12million Freckleton Street bridge "could have been built more cheaply".
Coun Alan Cottam, executive member for regeneration, said "one or two million" pounds could have been saved if it the bridge, set to open later this month, had been designed differently.
He explained: "We couldn't have got the same bridge for cheaper.
"I am saying we could have crossed that railway line for less, but we decided we wanted a landmark.
"The bridge we have got makes a significant contribution to the standing of the town and access to the town."
