Three children were found sleeping on a mattress in the back of a van after the driver, who was high on cannabis, was caught speeding.
The "disgraceful behaviour" was witness on the M6 late on Saturday night.
Officers pulled the driver of the van over after he was clocked speeding on the busy motorway.
A roadside drugs wipe found him to be positive for cannabis and a search of the vehicle found three children asleep on a mattress in the back of the van.
The man was arrested and the children taken to a place of safety.
A spokesperson for Merseyside Roads Policing Unit said: "Disgraceful behaviour by the driver of this van; he tested positive for cannabis after being stopped for speeding on the M6.
"A subsequent search revealed three children sleeping on a mattress in the rear of the van.
"All children taken to a place of safety and driver arrested."
