This could truly be described as an historic photograph as it records a meeting which would change the shape of Blackburn town centre.
Taken in 1963 it shows the inquiry underway into proposals for a new market and major redevelopment of the town centre which would result in a shopping centre, the forerunner of what we can see today.
Although the outcome would have a massive impact on Blackburn, it clearly failed to capture the imagination of the public with the gallery all but empty of spectators.
