Council gives permission to build 20 new industrial units on vacant land next to Blackburn pub

Blackburn with Darwen Borough Council permitted the application, lodged by Jangeer Yasan, to build 20 new industrial units with new off road parking, bin store areas, secure cycle areas, landscaping and upgrading of existing vehicular access, as well as a new pedestrian access with drop kerbs, on land next to Roe Lee Business Park, just off Rosewood Avenue.

The site had been identified by the council as a “significant employment site” where “the council will permit industrial, storage and distribution uses".

The application was received in September last year and was approved last week with conditions, including meeting adequate landscaping and draining requirements, ecological requirements and parking requirements, among others.

A planning statement notes: "The site is located on a vacant plot of land, within the former Roe Lee Mill Complex (which is now home to a diverse range of commercial entities following the closure of the mill some years ago) which is located to the north of Blackburn Town Centre.

"The applicant confirms that the brown field site is presently under utilised and surplus to requirements and seeks to put the site to effective use through the introduction of single storey high quality industrial units.

"The applicant also considers the location within an existing industrial complex to be an ideal setting for such a development.

"It is envisaged the site will be occupied by new and expanding businesses and will make a valued contribution towards the borough’s employment land and cater for the 21st century business needs."

Low-level shrubs and landscaping will be provided to the existing upgraded vehicular access and car parking will be provided against the perimeter of the site.

A total of 71 parking bays, seven of which will be a disabled bays, will be provided as well as cycle and motorcycle parking facilities.
