IT took almost 18 months to complete and when finished it would change the way traffic flowed around the town.
Blackburn’s new inner relief road - renamed Barbara Castle Way in honour of the town’s long-serving form MP - would see a dual carriage way cut through past the market and new roundabouts and junctions being built to cope with the increased amount of traffic in town.
