THAT’S what you call a convenient town centre parking space.
This photo from the archive show Blackburn Town Hall when there were still a number of designated spaces directly outside the building. King William Street had not been fully pedestrianised at this point.
On the right of the picture you can see BHS and the white-tiled levels of the multi-storey car park on top of the shopping centre.
You can also make out the tower of the cathedral peeping over the top.
