IT was once a popular Blackburn pub but it also played a key role in local government for a number of years.
Taken in 1976, this picture shows the former Borough Arms in Blackburn when it was being used as a base for Blackburn Council’s Housing Department.
When the new town hall extension was completed in 1983, the Borough Arms on Exchange Street, reverted to being a pub and was the town’s first free house when owned by shoe entrepreneur Tommy Ball.
