The hoardings went up and Town Hall Street was closed off as Blackburn’s new library was taking shape in 1974.
The previous year Blackburn Council had acquired the former Co-op Emporium which, at one time, offered four floors for shoppers complete with cafe.
The library was opened in 1975 by then Prime Minister Harold Wilson.
