CONSIDERATION of a document giving the police new powers to control traffic and pedestrian movements in the event of a terrorist attack.
Blackburn with Darwen Council's Executive Board was due to approve on Thursday the introduction of an order allowing a swift response in the case of such an incident or the threat of one.
It would allow police to prevent access to premises, order pedestrians and vehicles to move to safety and place bollards and other obstructions in the road to stop traffic access.
A report to the authority’s ruling executive board’s meeting by adult services and prevention boss Cllr Mustafa Desai had recommended the creation of an Anti-Terrorism Traffic Regulation Order for the borough.
But the item was deferred to next month's meeting to give the police the opportunity to comment.
Cllr Desai's report said: “We have seen terrorist attacks in France and Austria in recent months.
“Many terrorist attacks in recent years have been to use vehicles as weapons and target groups and individuals in crowded places.
“Many areas of the UK have made Anti-Terrorism Traffic Regulation Order (ATTRO) covering city centres and other vulnerable areas.
“It is prudent to consider a similar ATTRO for Blackburn with Darwen as a whole.”
Cllr Mohammed Khan, leader of Blackburn with Darwen Council, said: "The police wanted some input into the item so we have deferred consideration until next month's meeting."
