IT’S not often that photographers were invited in to council meetings but this was the case in March 1974 - to record a little piece of history.
For this was the last meeting of Blackburn Council as a county borough.
Under the Local Government Act 1972 which came into force on April 1, it was to be known as the Lancashire borough of Blackburn, a title it would retain for the next 23 years before becoming Blackburn with Darwen Council and becoming a unitary authority in 1998.
Dr David Murray had the honour of being the last Mayor of the County Borough of Blackburn, a title which dated back to William Hornby, the inaugural mayor in 1851.
