A BID to knock down a former mill building to make way for 30 new flats has been refused.

Carolyn Topham submitted proposals last year to Blackburn with Darwen Council seeking permission to build flats at Carr Cottage Mill in Whalley New Road, Blackburn.

Carr Cottage Mill was opened in 1870 by the Carr Cottage Mill Company - cotton manufacturers.

Agent Craig Buck, of Accrington-based firm Intelligent Design Centre, said: “The indicative proposal to accommodate the desired number of apartments is for a block of three-storey apartments with above ground floor car parking.”

But Blackburn with Darwen Council has refused the application saying: “The proposed development would establish the principle to develop apartment type dwellings, which have not been fully justified by the applicant, in a location where market conditions do not favour such forms of development.

“It would thus provide a poor contribution to the borough’s dwelling mix.”

The decision notice also highlights the site’s high vulnerability to flooding.
