LAND vacant for years after the demolition of terraced houses could be developed into luxury flats.

Plans have been submitted to Blackburn with Darwen Council on behalf of Mohzam Ali proposing to build six apartments on land at Baywood Street in Blackburn.

The application site is located centrally within Blackburn, north of Whalley Range shopping area and next to Bastwell.

Historically the site was home to a block of terraced houses, which were derelict in the 80s and 90s and later demolished - leaving the site in disuse.

Initially, developers had hoped to use the ground floor of the development as offices but the scheme was revised after pre-application discussions with borough council planning officers.

In a design and access statement submitted on behalf of Mr Ali, agent Aqsa Munir said: “The site currently is an unused parcel of land, which has been left in a state of disrepair and has consequently degenerated over time.

“The site therefore presently detracts from the character and visual appearance of the area.

“Redevelopment would act as a catalyst to regenerate the site, enhancing the locality through removal of an unsightly land parcel, and replacement with a residential scheme of significant aesthetic merit."

It added: “All the apartments have a minimum of two bedrooms and an allocated car parking space with access to the rear garden.

“The main principle of the proposed development is to provide high quality residential apartments.

“The architectural style of the proposal is derived from the higher quality context and is considered to tie in with the key characteristics of the area.”
