CONTROVERSIAL plans to convert a house into a care home for disabled youngsters have been thrown out.

Last month, a petition signed by 25 people who live on Manor Road in Blackburn objecting to the proposal to turn five-bed terraced house on the street into the facility was presented to Blackburn with Darwen Council.

A raft of concerns have been listed in their objections, including that the pavement is too narrow for access ramps and is often obstructed.

They say the road is too narrow and there is insufficient parking space on the road for residents.

And fears are raised any disruption could have repercussions for community and neighbourhood cohesion due to competition for parking spaces.

Campaigners also mention additional traffic gridlock and chaos caused at school opening and closing times and say the environment is not appropriate for a care home, which should have its own parking and suitable access for ambulances.

The proposed care home is on the same street as Wensley Fold C of E Primary School.

Now council planning officer John Wilson has refused permission for the development.

He said the property was unsuitable for conversion and there was a lack of information on the management of the home.

Mr Wilson added there was not enough amenity space and facilities and safety provision were inadequate.

He also said the development would affect road safety.
