A MAN was arrested after he was seen breaking into a car.
Police saw the 39-year-old on Hammerton Street, Burnley, at around 4am on Saturday.
Officers arrested the Burnley man at the scene on suspicion of theft from motor vehicle.
Police said the man had a pink Jeep rucksack with him and have launched a public appeal to trace the whereabouts of the owner of the bag.
Inspector Chris Valentine said the bag contained some keys and Calico access cards.
He said: "A 39-year-old man was arrested on Hammerton Street, Burnley at around 4am today. Police caught him breaking into a vehicle parked there. The man had a pink Jeep rucksack.
"We have not been able to identify it yet but the rucksack had some keys and access cards with the Calico name on them."
Anyone who has seen anything should contact the police on 101 referencing log number 283 of February 23.
