MORE than £1 million in developer contributions is being sought before permission is granted for 155 new homes in Blackburn

A Persimmon Homes plan for new houses off Ramsgreave Drive in Roe Lee, Blackburn, will be discussed by Blackburn with Darwen Council’s planning and highways committee next week, with officers recommending members approve the application subject to securing the cash through section 106 and 278 agreements.

In a report to go before the committee, borough principal planner Martin Kenny said the proposal, if approved, would deliver a high quality bespoke housing development which will widen the choice of family housing in the borough.

Mr Kenny added the development, part of the Roe Lee masterplan, would help the borough meet its house building targets.

If agreed, the developer cash would be used to create new access roads and toucan crossings, as well as works to the dual carriageway central reservation.

The speed limit would be reduced from 40mph to 30mph and there would be £500,000 towards expansion or improvement of nearby primary schools.

Public consultation has included 300 neighbouring premises being individually consulted by letter; site notices and a press notice have also been displayed.

In response 14 letters of objection and four letters offering comment have been received, citing fears including loss of privacy and the possibility of increased traffic congestion.
