A MAP showing how Lancashire could look in the future was unveiled by North-East Lancashire representatives.
Mr Brian Scholes, chief executive officer town clerk of Blackburn, told an inquiry at Preston in May 1969 that North-East Lancashire should be given encouragement for growth.
Mr Scholes was calling for the drawing of a strategic plan for the area and outlined the objections from North-East Lancashire local authorities, which included Blackburn and Burnley, to a proposal about creating a new city in Lancashire.

It includes major industrial development between Blackburn and Burnley within community distance of all North-East Lancashire towns.
The area's authorities also called for a Calder Valley motorway with a long-term cross-Pennine link with the Bradford-Skipton motorway.
The plan, Mr Scholes said, should indicate the concurrent development of the Central Lancashire new town and North-East Lancashire.
Mr Scholes mentioning the Government proposals and the Hunt report conceded that much had already been done to secure the region's position.
