MORE than 350 retailers and firms in Blackburn town centre are receiving ballot papers on whether to support a second five year term for its Blackburn Business Improvement District.
Nicola Clayton, BID chair, said: “We have demonstrated that we can make a positive impact on our town centre."
Qualifying businesses have until November 2 to return their ballot papers
