A MAN was seen reaching through a hole in a building site fence and removing packs of insulation.

Blackburn magistrates heard members of the public too the registration number of his vehicle and passed the information on to the police.

Matthew Mark Walduck, 31, of Spring Avenue, Great Harwood, pleaded guilty to theft of insulation worth £280 belonging to Thomas Johnson.

He was fined £153 with £280 compensation, £85 costs and a £30 victim surcharge.

Andy Robinson, prosecuting, said the insulation had been removed from the Millbrook development in Barrow.

At some stage someone had removed the insulation from a container in the compound.

"The defendant was seen reaching through a gap in the fence and taking seven packs of insulation," said Mr Robinson.

Walduck, who was not represented, said it was a silly mistake.

"I've not been in trouble for 12 years and I regret what I did," he said.
