A £14,000 scheme to put bollards next to double yellow lines has come in for criticism from two borough councillors.

Under proposals - described by critics as "over the top" - put forward by Lancashire Local Ribble Valley, a number of bollards will be installed in Church Brow, Clitheroe, in order to protect pavement flagstones.

The small patch of pavement is outside a sandwich shop near to the town hall and work should be carried out later this year. Funded by Lanca-shire County Council, the move comes in direct response to concerns raised at a number of the Lancashire Local meetings for the area.

Double yellow lines are already in place but county councillors hope the bollards will stop vans from unloading on the pavement and damaging the flagstones.

Chairman of Lancashire Local Ribble Valley, Coun Chris Holtom, said the bollards were an important addition.

He said: "This scheme is separate from the overall town centre improvement scheme and was put forward by the borough councillors.

"Existing double yellow lines on Church Brow mean that customers are not allowed to park outside the take-away shops due to safety reasons. The bollards are simply a way of making sure that the York stones are protected if any driver chooses to ignore the traffic regulations."

Coun Holtom was unclear about the exact number of bollards that would be installed. But the decision to put any in at all has been questioned by some Ribble Valley councillors.

Coun Stephen Sutcliffe, who represents Littlemoor, said he was not convinced by the project although he admitted they were the only way to affectively stop drivers using the pavement.

He said: "I would not have chosen to spend the money on this. It's very expensive material being used in the scheme."

Coun Mary Robinson, who works across from the proposed site, believes the move could be a step too far.

She said: "It's a bit over the top to be honest but I guess we'll have to wait and see.

"I've never seen anyone parking there."
