A second man has been charged in connection with a dangerous package allegedly sent to a Blackburn councillor.
Wayne Cook, 45, of Robert Street, Tyldesley, Greater Manchester, is charged with two offences under the Anti-Terrorism, Crime and Security Act 2001.
He is due to appear before Westminster Magistrates' Court tomorrow.
In April a package was allegedly sent to a Labour councillor in Blackburn with Darwen containing caustic soda -a chemical that can burn skin and cause severe breathing difficulties.
Another package containing the same substance was allegedly sent to a journalist in Glasgow.
Stephen Kerr Robinson, 42, of Robert Street, Tyldesley, has already appeared in court charged with two offences under the Anti-Terrorism, Crime and Security Act 2001.
He was remanded in custody.
