Abigail McKinney, 37, of Harvey Street, Oswald-twistle, was fined £50 with £50 costs by Hyndburn magistrates after pleading guilty to failing to remove dog dirt after her pet soiled the pavement in Union Road.
The incident was witnessed by two council employees who challenged McKinney, who was walking her cocker spaniel.
McKinney told the officers she was aware the dog had fouled and was returning home to get a bag.
"We were in sight of my house and I offered to give him my dog and my purse while I went to get a bag but he refused,"she said.
