Passers-by in Larkhill, Blackburn, got a shock when sparks and smoke began to come up through the pavement in Trinity Street.
Firefighters were called at 7.20pm on Wednesday. They cordoned off the area, and alerted the electricity board.
The cause is thought to be an underground cable which short-circuited.
