Usman Ali, of Clifton Indian Restaurant in Blackburn Road, Accrington, had applied for a new premises licence.

But councillors put a stop to Mr Ali’s plans after learning he had previously admitted supplying alcohol without a licence and had been cautioned by police.

“The licensing] sub-committee considered the application and representations made by the applicant and the objectors and, prior to a formal decision being made, sought legal advice,” papers read.

Lancashire Police was one of two authorities who objected to the restaurant’s plans, citing concerns over crime and disorder.
