(TEMPORARY SUSPENSION AND PROHIBITION OF THROUGH TRAFFIC) (TEMPORARY WEIGHT RESTRICTION) (TEMPORARY SUSPENSION AND PROHIBITION OF WAITING) (TEMPORARY PROHIBITION OF LOADING) (TEMPORARY PROHIBITION OF LOADING) ORDER 2017 NOTICE IS HEREBY GIVEN that Lancashire County Council have made an Order under Section 14(1) (a) of the Road Traffic Regulation Act 1984, as amended, the effect of which will be to temporarily prohibit traffic on the roads set out in this notice. 1. No person shall cause any motor vehicle or cycle to proceed over that lengths in the borough of Hyndburn, i. Dutton Street, from a point 7 metres south of its junction with the centreline of Blackburn Road for a distance of 17 metres in a southerly direction; ii. Blackburn Road, from its junction with the centreline of Dutton Street to its junction with the centreline of Church Street, except for permit holders, deliveries by goods vehicles, vehicles used for mayoral duties and for vehicles used for and in connection with Civic Sunday, Remembrance Sunday, St George's Day Parades and carnival procession and processions of official nature. 2. The prohibition will be operative from 0700 hours on Monday 4th September 2017 until 1900 hours on Tuesday 31st July 2018 or until completion of the works within this period. 3. An alternative route for vehicular traffic affected by the closure is not available. AND FURTHER, during the period of the said closure, vehicles with a gross weight exceeding 3.5 tonnes will be prohibited from proceeding along that section of Dutton Street, from a point 24 metres south of its junction with the centreline of Blackburn Road to its junction with the centreline of Holme Street AND FURTHER, during the period of the said closure, motor vehicles will be temporarily prohibited from waiting at any time, on any day on the following lengths of highway; i. The western side of Dutton Street from its junction with the centreline of Holme street in a northerly direction to a point 24 metres south of its junction with the centreline of Blackburn Road. ii. Dutton Street within the turning head iii. The eastern side of Dutton Street from a point 24 metres south of its junction with the centreline of Blackburn Road for a distance of 8 metres in a southerly direction AND FURTHER, during the period of the closure, motor vehicles will be temporarily prohibited from loading or unloading at any time, on any day on the following lengths of highway; i. The western side of Dutton Street from its junction with the centreline of Holme street in a northerly direction to a point 24 metres south of its junction with the centreline of Blackburn Road ii. Dutton Street within the turning head iii. The eastern side of Dutton Street from a point 24 metres south of its junction with the centreline of Blackburn Road for a distance of 8 metres in a southerly direction. AND FURTHER, during the period of the said closure, motor vehicles will be temporarily limited from waiting on any day for a period of 30 minutes with no return within 1 hour, between the hours of 0800 hours and 1800 hours on the eastern side of Dutton Street from a point 32 metres south of its junction with the centreline of Blackburn Road for a distance of 33 metres in a southerly direction. AND FURTHER, during the period of the said closure Lancashire County Council hereby suspend Schedule 2 of "the Borough of Hyndburn (Blackburn Road, Dutton Street, Accrington)(Prohibition and Restriction of Waiting)(Prohibition of Driving)(Revocation) Order 1993" insofar as it relates to the prohibition of driving between 1000 hours and 1600 hours AND FURTHER, during the period of the said closure Lancashire County Council hereby suspend Schedule 11.020 of " The Lancashire County Council (Hyndburn Borough Area)(On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to the prohibition of waiting between 1000 hours and 1600 hours The temporary prohibition is necessary to allow highway improvement works to be carried out.
