M4 MOTORWAY (JUNCTIONS 12-15) TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that Highways England Company Limited intends to make an Order on the M4 Motorway in the Unitary Authorities of West Berkshire and Wiltshire, under Sections 14(1)(a) and 1400 of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road.
The effect of the Order would be to:-
1. authorise the overnight and 24-hour closure of -

(a) the westbound carriageway of the M4 between Junction 13 (A34) and Junction 14 (A338);

(b) the London-bound carriageway of the M4 between Junction 15 (A346/A419) and Junction 13 (A34);

(c) all slip roads leading to and from these lengths of carriageway;

(d) the slip road leading from the westbound carriageway of the M4 at Junction 14(A338);

(e) the slip roads leading to and from the westbound carriageway of the M4 at Membury Services; and

(f) the side road for RAF Welford at its junction with the M4.

2. impose 24-hour 50mph speed limit on both carriageways of the M4 between Junction 14 (A338) and Junction 13 (A34).

3. contraflow traffic in the outside lane on the lengths of carriageway described in 2. above.

4. close the hard shoulder adjacent to the lengths of carriageway described in 2. above.

5. authorise the use of hard shoulder adjacent to the lengths of carriageway described in 2. above.

6. impose a width restriction of 3 metres in lane 1, and 2.5 metres in lanes 2 and 3 on the lengths of carriageway described in 2. above.

7. impose a weight restriction so that vehicles weighing over 7.5 tonnes are required to use lane 1 on the lengths of carriageway described in 2. above.

8. allow the outside to be used by lorries on -

(a) the lengths of carriageway described in 2. above;

(b) the London-bound carriageway of the M4 between a point 80 metres west and a point 1550 metres east of the Junction 13 (A34) eastern overbridge;

(c) the westbound carriageway of the M4 between a point 1100 metres east and a point 650 metres west of Priors Court Road overbridge;

(d) the westbound carriageway of the M4 between a point 530 metres east and a point 820 metres west of the B4494 overbridge; and

(e) the westbound carriageway of the M4 between a point 1700 metres east of and the Junction 15 (A346/A419) overbridge.

9. close the hard shoulder adjacent to -

(a) the London-bound carriageway of the M4 between points 930 metres and 1500 metres east of the Junction 13 (A34) eastern overbridge;

(b) the westbound carriageway of the M4 between a point 370 metres east and a point 350 metres west of Priors Court Road overbridge; and

(c) the westbound carriageway of the M4 between a point 230 metres east and a point 600 metres west of the B4494 overbridge.

These measures would be in the interests of road safety while contractors undertake barrier works, bridge works, technology works, electrical works, drainage works, carriageway works, highways maintenance works and all associated works.
The work would be carried out in phases and it is expected that it would last for approximately 6 months starting on or after Monday 3rd May 2021. The overnight closures would take place between 21:00 and 06:00 (maximum period).
The Order would come into force on 1 st May 2021 and have a maximum duration of eighteen months, ceasing when all phases of the work are complete.
Traffic affected by the closures would be diverted via other junctions of the M4 or by using the A4, A34, A338, A339, A419 and the A420. The diversion would vary depending on the closure in force. The temporary closures, speed limit, contraflow, weight restriction, width restriction, hard shoulder closure, hard shoulder running, outside lane running and diversion routes would be clearly indicated by traffic signs when they are in operation during the works period.
