A proposed residential development of five terrace houses in Rochdale Road brought a concerned petition of 60 nearby residents who were pointing out the flooding already experienced by residents.
These included the accident blackspot on Rochdale Road, details of when a child was seriously injured on Rochdale Road and the shortage of parking spaces which meant residents were having to use every bit of spare land.
The council's development committee, after hearing of the concerns, recommended refusal.
An application to use 566 Burnley Road as a cattery was recommended for refusal as members were concerned about the poor condition of the access road. An application to use the building as a kennels had been refused by Calderdale planning committee last year for the same reasons.
