Colne got off to a terrible start and fell behind in the third minute.
Lee Handley was allowed the time and space to cut inside from the left wing and drill his shot under Mark Crossley.
But on 20 minutes Colne got their well-deserved equaliser when Michael Cruz muscled his way through the Abbey defence and lifted the ball into the net.
The home side were shocked just before the interval when they failed to clear a corner and Ashley Mulholland volleyed the ball into the roof of the net.
In the second half Colne thought they had scored an early equaliser when Scott Gizon headed past Downs only to see his effort disallowed for an infringement.
Downs then made two excellent goal-line saves to deny Ben Haworth and Cruz, but on 71 minutes he was helpless to stop Garbutt's well struck drive into the bottom corner from the edge of the area.
