BLACKBURN Rovers, Leeds United and Nottingham Forest may not be the only clubs to be punished for failing Financial Fair Play.

The Football League yesterday confirmed that Rovers, Leeds and Forest will be hit by a January transfer embargo.

But it also revealed it is in talks with a number of the trio’s Championship rivals over the financial accounts they submitted before December 1.

And the league will now consider the submissions from the three clubs promoted to the Premier League, Leicester City, Burnley and QPR, at the end of last season.

A Football League statement read: “The Football League is currently in discussions with a number of other clubs over their FFP submissions and will confirm any further FFP embargoes, if any, in due course.

“It will also now consider submissions from the three clubs promoted to the Premier League and the three clubs relegated to League One at the end of the 2013-14 season.”

The punishment for clubs who posted more than a £8m loss for last season and have remained in the Championship is a transfer embargo.

Whereas the punishment for clubs who posted more than a £8m loss for last season and have won promotion to the Premier League will be a fine.

Play-off winners QPR seem certain to be hit with a fine – reported to be up to £60m.

But it also seems certain that their owner, Tony Fernandes, will fight it.

If he does it will throw into question whether Financial Fair Play sanctions can be enforced.

For now, though, Rovers, Leeds and Forest are preparing to work within the current guidelines.

That means they will be unable to bring in players for fees until the summer at least.

But they will still be allowed to make loan signings and free transfers this season if they have fewer than 24 ‘established’ players.

‘Established’ players are those aged 21 or above on June 30, 2014 who have made at least five first-team starts for their current clubs.

Any new recruit, however, must not cost more than £600,000 a year.

Embargoed clubs who reach the maximum 24 ‘established’ players would be able to trade in a one in one out basis.

All signings will be regarded as ‘established’, regardless of their age.
