GARY Bowyer is hopeful of having two new signings in place by the time Blackburn Rovers get their preparations for the 2014-15 campaign under way next month.

Rovers boss Bowyer has been busy sounding out agents and clubs since the 2013-14 season came to a close in a bid to make the three or four additions he feels he needs.

And he is determined to have made a breakthrough before his players return to pre-season training on July 2.

Bowyer said: “It’s starting to hot up a little bit.

“After the season finishes people put out a couple of feelers but with the first day of pre-season coming upon us quickly, the agents and the clubs are starting to become a bit more active and hopefully something becomes of the endless phone calls we’ve had.

“Come the start of pre-season we certainly hope to have a couple more new faces in.

“Then we’ll take it from there in terms of who is available and what we can do.”

Rovers are set to sign versatile forward Luke Varney on a free transfer when his contract at Leeds expires at the end of the month.

They have also been linked with another forward in Middlesbrough’s Lukas Jutkiewicz.

Bowyer was interested in the former Everton frontman last season before he swooped for Rudy Gestede.

But it is unlikely he will rival Bolton Wanderers and Wolves for Jutkiewicz’s signature – certainly not at the £1m fee quoted.

Instead the Rovers boss is concentrating his efforts on signing a right back who can also play at centre back – as well as reducing the size of his squad.

Dickson Etuhu, Leon Best, DJ Campbell, David Goodwillie, Jordan Slew and Alex Marrow have been transfer listed while it is understood Rovers would be willing to listen to offers for Ruben Rochina as they attempt to fall in line with Financial Fair Play (FFP).

Bowyer says FFP and a combination of the World Cup and the vigorous background checks he does into potential new recruits are the main reasons why he has so far been quiet on the transfer front.

“We’re working hard to bring players in but don’t need to bring 12-13 in like we did last year,” said Bowyer, who again stressed he does not think it will be until the summer of 2016 that Rovers’ squad will ‘be back to where it should be’.

“That has made it a little bit easier but there’s a lot of work gone in to finding the right types and the right characters. We’re not going to go off from the formula that we thought was successful last season.

“Then you’ve got the World Cup, which means the Premier League boys are waiting to see who they are going to bring in and who they are going to allow out on loan.

“But we are working very hard and it’s not just a case of bringing somebody in to sit on the bench – we want to bring somebody in who will push the lads.”

Quite correct, hack asks question, gets standard deflective reply, last season we barely knew of any of the players he was interested in until they had virtually signed on the dotted line; and that's the way it should be.

You are also right about Bolton though, when they were relegated they were carrying a debt of £300 million, I believe they have reduced that to around £150 million.

But don't forget, FFP is based on income v expenditure on a season by season basis, clubs appear to be free to manage their past debts accordingly, they simply aren't allowed to incur more without being penalised.

Wolves on the other hand had a great season last season and are probably able to comply with FFP for next season despite carrying massive debts forward.

This is where Venky's need to get cute, around 80 to 85% of Rovers debt is owed to them directly in the shape of an interest free loan with no specified repayment date.

Generally all seems good coming out of Ewood at the minute, the side did not look a million miles off last year and I think Gary has also learnt a lot from last season. Decent amount of goals last year just too many conceded, so would expect to see the strengthening happing at the back , Right back plus another CB.

FFP sanctions aren't imposed until January.

You released 16 players at the end of the season and have since transfer listed a further 6.

I'd be worried if you didn't bring a few more free transfer's in given what's coming your way.

Well, we earned access to £120m by winning promotion spending three shillings. That must surely count for something. £120m of earned income, rather than whatever's needed these days to create the equivalent of £14.7m 20 years ago, has a solid moral feel about it.

If we stay up, it'll be earned because the investment of whatever from the £120m is from money earned. If some rich ditch had come along and put £120m in and we survived, that would be survival purchased.

Jack and Kenny did a superb job. No question. But there was no way in the world what happened would have happened without the money. It wasn't even a loan proportionate to the assets and immediate earning potential for repayment. It was cash straight in, whatever it took. That gentlemen is success purchased. You only have to compare what you achieved between 1914 and 1995 to see the QED played out.

You are now in the Championship. You have an owner who does seem reluctant to invest. They have loaned money and secured it against your assets. They will look for a return. Because I can't find anything, anywhere that is an actual statement of fact that states that is exactly what you will get for finishing last.

There are approximations, best guesses, etc; etc, but that's all.

No-one is denying that Burnley will be much better off for a season in the PL, but these are the facts; like them or not.

- You don't get a single penny up front which puts you at a massive disadvantage from day one because you are competing with teams who have at least one seasons earnings in the PL banked.

- You are allowed to take out a loan of around 20 to 25% based on potential earnings next season to tide you through to the end of the season, If you do that, that is, say £30 million gone before you kick a ball.

- There is a fixed rate for finishing in first to last positions in the PL next season, as the has been for every season, this season I think it was around £60 million for finishing last (not totally sure on that figure, but I don't think I am far off).

- All other earnings are based on TV appearance money; no doubt you will be on live for a few games; but I really do find £60 million pounds worth hard to believe.

- You players will expect PL contracts and salaries; as will any new players you sign, you haven't enough money in the bank to pay for that, guess where that will come from?

- You will have to spend money on the ground, it simply isn't up to scratch; in all honesty even the most die hard Burnley fan has to admit that, guess where that will come from?

- You directors, remember you signed more directors than players last season? Will want their cut for "investing" (sic) in the club last season, guess where that will come from?

OK, even if you do get relegated you won't be broke by any stretch of the imagination, but you certainly won't come down with £120 million jingling in your metaphorical back pockets, you will have a fraction of that plus parachute payments.

It's also being discussed that these payment will be made over two years instead of four, providing a relegated team with two £30million payments.

Now consider the outlay on players... when spent sensibly it's an investment. Given Burnley's excellent track record of developing players and turning a profit, bringing in a player for £3m or £4m could ultimately see us holding an asset worth £10m+ given the ability of Sean Dyche. We've done it before having bought Fletcher for £3m and selling him one year later for £7m.

Consider the signings made in the Championship; Tom Heaton, signed for free and arguably the best keeper in the league last season, Scott Arfield, signed for free and scored 8 goals from midfield, regarded by many as the signing of the season, Dave Jones another free signing, and Ashley Barnes for just £400k.

The total package without profits from player trading adds up to far more than £120million, I personally suspect this promotion may be worth far more to Burnley FC with the additional TV money increasing year on year.

So unfortunately for you, it is there... and it's the kind of money your debt-ridden, tin-pot, shambles of a club can only dream of.

Bit of advice for you, try not to come across as being so jealous next time, there's a good no-dad.
