Letter: It always was a watery town

The Victorians were a clever lot, I wish people would learn from them.
They knew Darwen being a valley was ideal for cotton mills with lots of streams.
They built many lodges and culverts to control and hold the water. Culverts took the water from many streams, some to join the River Darwen.
The A666 is built on top of the culverts/river. If only we would learn and keep the drains clear and have the some of the lodges back in use to help hold back some of the water.
