RE: Speed camera breaking rules?

Mr Harris has made a complete mess of this as his opinion is wrong in most, perhaps all, respects.

UK Law has no guidance on how speed enforcement is to be carried out, UK Law does provide legislation that defines what a speeding offence is and how the speed limit is assigned to drivers. There is no law or legislation that applies to the operation of speed enforcement cameras and mobile units in which some cameras are operated.

The rest of Mr Harris’ points are from a now defunct manual issued by the Department for Transport. Much of what Mr Harris quotes is, in the main, wrongly quoted and wrongly interpreted. Indeed he has also included some rules that were never in there.

When that DofT manual was extant it had a notice in two locations within it that said words to the effect of, ‘the guidance and rules herein form no defence to a speeding offence’.

If Mr Harris insists on giving advice to the public on these matters the very least he could do is read the manual from which he quotes as it appears he has not done so.

Anyone taking his advice and approaching Lancashire or any other UK police force with his suggested defence will be sadly disappointed.
