Protesters win battle against Rossendale campsite plan

CONTROVERSIAL plans for a campsite for tourists in Stacksteads have been rejected by Rossendale councillors.

Residents had campaigned against the plan to turn a former scrapyard in Blackwood Road into a campsite with pitches for five static and 11 touring caravans as well as an area for around ten tents.

A petition containing 106 signatures and 26 individual letters against the scheme were sent to council planners before the development control committee meeting.

Despite the objections of residents it was recommended the scheme be given the green light, but councillors voted unanimously to refuse the application because of highways issues and amenity to neighbours living near the site.

Rebecca Taylor, planning officer for Rossendale Borough Council, said in a report to councillors: “The applicant seeks permission for the change of use of land at Blackwood Road from a scrap yard to a campsite with pitches for five static and 11 touring caravans, as well as an area for approximately 10 tents.

“Near to the site access there would be a WC/Shower Block, waste facility and grounds maintenance lock-up.

“The site would be entirely surrounded by 2m palisade fencing. The access gate to the site would have a coded security system.

“There would a parking space for each caravan pitch, with a further 6 parking spaces for the tents.

“There would be no system of external lighting or sound amplification.”

The site was previously a vehicle scrap yard owned by the applicant's family but it has been unoccupied since the late 1990s.

The scheme was planned to give tourists visiting Rossendale an affordable camp site to stay which could be booked at late notice.

Isn't that near to the mountain-bike trails in the quarries?
How do you promote tourism in an area without providing accommodation? Campsites are perfect for muddy mountain-bikers.

This has been enpty for years whoever owns this built a large house and has never finished it off or lived there,it certainly does not run as a scrapyard or any other business.
.
It is empty derelict and non used i hope they never get planning because they will fill it with "renters" and not the intended plan they have submitted.

Don't see the problem with this application. The site is semi rural with a decent hard top road passing by. The council could stipulate approach to the site from the junction of Blackwood road and the A681 and not via Brandwood Road. Local economy would benefit and surely a campsite is more attractive to the residents than a scrapyard.They cannot fill it with 'renters' if it is not licensed as residential.

maybe not but that would be the next step full of renters on benefits and drugs no doubt,then a semi rural area becomes another dump.It is not a scrapyard it has not been used for years.

I would not allow it because of what happened in Clitheroe many years ago. We had a camp site run by the council which was used by the whole town it was very popular especially during the summer holidays especially with the young and provided good entertainment. Then it was given to the Caravan Club this was the end of locals ever getting to use it, plus access is no longer allowed to us locals.

All very negative nice person (nice person ?? lol). If you are indicative of local attitude to progress then perhaps the it was the right decision not to allow the application. Perhaps a sheep paddock might be more to your liking ?

Isn't Stacksteads full of ' renters on benefits and drugs' already? And as I pass through, it looks a dump now..........

I live directly below the site in question and I was made to believe it was going to be a gypsy caravan site ( by a local councillor) so was dead against it. Only after reading this article do I now know it was to be a tourist camp site - which I WOULD be in favour of!
How can Rossendale claim to want to promote tourism if they are turning down schemes that would provide a place to stay?
To all those who make stupid comments about Stacksteads - no we're not all on benefits - I have two shops in Bacup and 90% of the stacksteads population are decent hard working people.
