The management of any school which closes should remind itself of its obligations to provide an essential public service. I wonder how many schools are closed in Finland or Estonia to-day where the temperature is a minus 12 and where, in some places there is considerable snowfall? In those countries schools can't close until the temperature drops to minus 25!
Also, property owners are responsible for clearing the pavements in front of their properties of snow. What is it about the attitude of many people in this country to adversity? God knows what would happen in a real emergency such as war.

ive just put salt on the road outside me house i wish everyone contributes to do there bit but they all lazy gits. if everyone cotributes then we would have clear roads and everyone would be happy. they always complaining about the council not gritting the road is our duty aswell.

i was gutted when i woke up to see grit had been spread around the road. I guess no cars will be sliding down my street today....gutted!!

ive tryed salting my part of the road ,but i look a daft git with my little salt shaker will take me weeks ,plus i had to dive for cover as all the kids snowballed telling me to leave there snow alone ....you just cant win ,..............happy days

Noticer, you may have to forgive some school closures. It's not that the little darlings can't get 100 yards down the road. It's the adults , there could be over 50 working in a Primary School, who MAY drive more than 20 miles to work every day. Put some consideration in your Christmas Stocking this year.

Burner -you've hit on a wide-ranging problem by commenting about people driving more than 20 miles to work each day.
Congestion, pollution, stress, cost (in time and money), and lost production when the weather turns foul are all negative consequences of people not working nearer home. And that isn't encouraged by the government in any way.
Jobseekers are required to look for work up to one and a half hours away by public transport yet Brown is in Copenhagen trying to save the world from climate change.
Our whole economy and society would work more efficiently and effectively if everyone worked nearer home, and every year when the snow falls we see the evidence of this.

happycyclist, I sympathise with your opinion but most folk have to take work wherever it is and it is MUCH easier to travel than to move house - especially if there is a partner or children working elsewhere.

Last night everybody knew there would be snow to-day so they should have got up an hour or so earlier to clear their beloved cars of snow and set off to work sooner or travelled by train or, where possible, use those two things their feet are attached to. That's how I get to work on time in all weathers.Why, if hospitals, police stations and fire stations stay open why not schools? There is simply no excuse. Teachers are no different than nurses, firemen, policemen and other essential public service workers. It's all about attitude and the notion of public service.
As for clearing pavements, is Burner sure of what the law states? If the law is such as he says it is it can be changed.

Didnt take much for the lazy bastards on BwD Council to not bother emptying our food waste bin today,they managed to empty the recycle one in exactly the same place,now been told to use the bag provided(1 bag left),and the bin will be emptied on Sat 2nd Jan

Noticer, if you leave snow, etc, alone, then an accident is an act of God, or some such thing. If you clear the snow, then you are responsible for any eventual outcome. That is the civil law which the courts would uphold if someone pursues culpability through the legal system. A lawyer's advice to shopkeepers etc in this day and age of litigation is, "leave it be". It's not what we used to do but there are precidences in recent legal history

Burner, I appreciate that people have their own circumstances that are more complex than my own. My comment was aimed more as a generalisation -that an attitude change would benefit most people, but I know that's not going to happen overnight.
And a Government Agency that tells people to look for work up to 40 miles away is not compatible with many other Government aims such as reducing congestion, pollution, etc, and which would inevitably see fewer problems when we get snow.

You're right about the cycling though -it IS suicidal!

The legal position with regard to clearing snow is very sad and another example of how a Government has broken the spirit of its people.

A shopkeeper has a duty of care to their customers under the Occupiers Liability Act, in that they should have a system in place to ensure clear passage across their property.<br><br>

The issue of clearing paths is not one of responsibility if something goes wrong, but if you make the matter worse; for instance:<br><br>

using grit from a grit bin provided by the local authority would not make you liable, nor would clearing every bit of ice and snow from the pavement outside your property so that the surface was better than the previous snow covered area; however if you poured hot water on to the footpath which then froze to form a nice ice rink then you would indeed be liable as you had been negligent in carrying out the act of pouring water which subsequently freezes and causes a greater hazard. <br><br>

Its all about reasonableness and common sense, unfortunately the "liability scaremongerers" always seem to roll out the "you will be sued" card when anyone even suggests doing something positive.<br><br>

PS; the requirement for householders to look after the footway outside their properties went out around 100 years ago.

MHUK my husband is one of those "lazy bastards" who empties your bins ALL year round. He has been working this weekend and will also be working on Monday 28th Dec, which is a bank holiday, and will be working on Sat 2nd Jan. All days when, no doubt you will be tucked up in your nice warm bed. He works in ALL weathers to empty bins for ungrateful wingers like you.

instead of moaning - try and embrace the snow and make some memories for your children!! take them out and make snow angels and snow men!! i am a big softy and i hate cold weather but when we have snow as good as this it has to be taken advantage of!!
it used to be great when i was a kid - you didnt even need money because a bin lid/baking tray or black bin bag made a superfast sledge.
the sound of kids having fun is so much better than sitting in and listening to the depressing news.
try it - you might enjoy it

how i agree shelly.Years since we had snow drifting up to our back bedroom windows but we got on with things and people helped others who couldn't manage.Now people are selfish and just think of their self.The powers that be should get all these layabouts clearing roads and pavements instead of paying them to do nothing or would that be against their human rights!!!!!

Always the same in Darwen, traffic nightmare because of the lights mainly on red in the town centre at the post office going towards Bolton,causing traffic to queue as far back as Akash. And the stupid lights sequence coming into town at belgrave, where the lights change TWICE to let buses through, and not a bus in sight.What do you expect. And, where are the gritters. Had to close my business for the night (Sun) because of the state of the roads. Spoke to Paul Browne earlier, who was stood at the top of olive lane. Ask him where the gritters were, he said one had just passed , but no grit coming out. Pathetic. Miss paying your council tax for a couple of weeks, and your are threatened with court action. Bloody waste of time this council. I have commented many times about our roads in Darwen for a long time now. What happens....SOD ALL.

We have 2 grit bins on our road and I went do my 'public duty' as you suggest topman. Guess what, both grit bins are empty and no it hasn't already been spread on the road or pavements. Is it also my duty to nip down to the grit store and collect it? Perhaps I should and drive back one of the grit trucks that must be parked up there, the council don't seem to be using them!

Wow, I set off this morning on a Journey up North passing the pennines. Guess where the roads looked like they hadn't been treated. This was for journey there and back. Well done to the Highways agency for gritting the Motorways outside of Lancashire and Greater Manchester.
A666 - safe to cross as so much snow covering the road, it just shouldn't be like that. Incompetant fools.

hi all - note to davidoff, please be assured that I only hold this one account. im a mum of 2 girls living in oswaldtwistle. I was in the telegraph back in july after my neighbour had his stereo equiment seized from central avenue in oswaldtwistle. I am the neighbour who had to do all of the paperwork etc. I am completely honest and I do not hide behind any name or false information.

Very poor state of our roads that we pay a lot of tax for.
Still it was nice to see an employee of BwD council enjoying herself in the snow this weekend, her pictures on Facebook testament to that.
She is currently off for a few weeks citing work related stress...we are paying for her, meanwhile important services get overlooked due to lack of funds, thank you.... have a Happy Xmas on us.
It's about time a paradigm shift takes place within the council, I am sick to the back teeth of paying for sponging no good councillors and employees.

I don't think you attempted point is valid with details given. OBVIOUSLY someone can play in the snow with i.e. family if they are off work for stress related (usually bullying!) illness. i.e. a doctor would strongly advise the gym or shouting at a football match.
Hope who ever it is gets better quickly as it can be a long road to recovery! Best to leave place of work before it happens.

I do not condone bullying, although that is not the reason you have presumed in this case.
Many people work damned hard in this borough and get nothing when they are off, unlike council employees that bleed the system for all it's worth...don't ever deny that it does not happen..it does..and it stinks.

Face it, the U.K. isn't cut out for any type of snow related weather. Just enjoy the confusion and don't get **** by it all. I'm a Brit leaving in Canada it's -15 today I came in to the house the other day and put my hands in the fridge to warm up...lol. I'd have shorts on now if it was -5 today. Our avarage snow storm accumalation is 20 cms (per storm), we pay a lot of taxes to keep the roads clean and they do a good job. I don't think a lot of tax payers money is allocated the 'snow removel' in the U.K.

Stinky, have fun in Canada, unfortunately most of our money over here goes on paying the spongers and shirkers, what's left is put into a fund for the tossers that go searching for a pavement to fall on.

Have to commend the Bin Men in Burnley, who emptied ours today, when even an LCC wagon that was trying to throw some grit down for the bin wagon got stuck - the lads didn't moan, or slack off, they got on with the job - well done!

Shame our grit bins are empty, partly due to people taking grit to use in their allotments, rather than leave it there for a treacherous hill that pensioners use all day, every day.
LCC also swapped the grit bins for much smaller ones after last winter, sowe get half the grit we used to and it also seems we get refilled much less often if LT is to be believed, it will take a week) - a double whammy.

To be fair I can (soft of) understand them not emptying the bins especially as I am sure Health and Safety (yawn) is involved BUT the bags issued should be put through the front door! If you realise they won't be coming and take your bin in from the rear alley you do not get bags for your rubbish or recycling. Just common sense says to put them in the letter boxes.

Gritting no use now as out of hand, needs the ice ploughing off first.

Has anyone else noticed how wrong the BBC weather has got this. They said no Snow today, and they are saying no snow tomorrow. I wonder if you can get good odds at the bookies of the being wrong.

The gritting has been worse than last year, and last year the councils excuse was it was the wrong type of grit. Wonder what it will be this year.

Global warming you prat, dont be such a fool, the world is coming out of an ice age, first global warming then they changed it to climate change so they could tax us more on the tax we already pay.winter = cold,snow/sleet etc, the climate chage thing is a concern but it is part of millions of years of climate change, the authorities have only been monitoring weather for the last 150 years or so. so dont go there with your global warming sh1t

Global warming or not; do you really thing that the lifestyle of consume-care-not-of-
the-waste is a supportable lifestyle?

bobbins is it! Regardless of whether man is or is not the root cause of global warming, we are certainly not helping, bearing in mind CO2 levels are rather higher than they should maybe be.

I dont give a monkeys whether we are, or are not, the cause of global warming... however we DO need to be more efficient in our consumer lifesyle... and if that means recycling, reusing, or finding alternative means of electrical power then so be it.

I, for one, will be cutting my electrical bills and supplementing my income by recycling the valuable products...

More fool you all I say :-p
