A NEW restaurant is set to be opened in Rawtenstall - after its prospective owner overcame concerns regarding potential noise.

Neighbour Andrew Mitchell had lodged protests against the eaterie, proposed by Anne Marie Fogg for empty premises in Bacup Road, Rawtenstall.

In a letter, Mr Mitchell said: "The noise level in our area is already bad enough, given that there are two restaurants and two takeaway establishments within two terrace blocks of our house.

"There is nowhere to park already and a fifth eating establishment would be detrimental to the existing situation."

But Ms Fogg told councillors at a licensing hearing that she was experienced in the hospitality industry and wanted to provide premises which offered 'good quality' food, wine and coffee.

One issue was raised regarding a 'communal toilet', which was supposed to be available to all business within the block, and the applicant confirmed she was prepared to construct separate facilities for staff and customers, at a cost of £7,000.

She also said that alcohol would only served with meals and members of Rossendale Council's licensing committee approved her bid.
