The meeting in the council chamber in Church Street, Clitheroe, was told by Andrew White, chairman of the village's action group, that 353 households sent a total of 408 letters to the council to object against the plan, which was equal to half of the village's population.
Mr White, who has lived in the village all his life, said that the application was not in the right place or the the right type that the village needed.
Sebastian Tibenham, who represented the applicant, said that the proposal was highly sustainable.
Billington and Langho Parish Council had previously objected to the plan before the meeting.
Coun Stuart Hirst, leader of the council, spoke at the meeting as a local councillor in support of the objectors to the plan.
All 10 present councillors on the committee voted to reject the plan.
