Blackburn MP welcomes John Lewis Tithebarn decision

BLACKBURN MP Jack Straw has welcomed a decision by John Lewis to pull the plug on a massive department store at the centre of Preston’s Tithebarn development.
The retail giant’s decision to pull out of the deal has scuppered plans to revamp Preston town centre under a £700million scheme.
Blackburn with Darwen Council challenged ministers’ decision to award planning permission to scheme, which was the subject of a multi-million pound public inquiry in 2010.
Mr Straw said: “I am not surprised that John Lewis has pulled out because it would have been years before they could have started, since a condition of the planning permission was vastly improved road schemes and public transport schemes. Preston is gridlocked on Saturdays and during rush hours.
“By backing this grandiose scheme, Preston City Council and Lancashire County Council have cost boroughs elsewhere in Lancashire hundreds of thousands of pounds in legal costs to fight the application.”

Jack Straw really is two faced, whilst he fought the development of the Tithebarn because he believed it would impact on the traders in Blackburn, he's happy to let the Thwaites brewery site be developed by Sainsburys who will compete against all the town centre shops and market traders.
The Tithebarn development will happen in some shape or form and John Lewis will come back to Preston (probably with a much smaller store similar to the one they are going to develop in York). M&S are still committed to the scheme and so are many other retailers. Good luck to them and good luck to Blackburn... the town centre is much improved but please stop interfering with each others business... times are tough and council tax payers cannot afford to keep paying for these petty battles with the neighbours!

As for the Sainsbury proposals in Blackburn town centre would not harm or kill off neighbouring towns economies,neither it will harm Blackburn town centre shop,because the majority of shops are clothes shops and take-aways.
Preston is only a town in same league as Blackburn and Blackpool.The sooner Blackburn gets the City Status as it's deserved the better for Lancashire and people of Lancashire.

we have soccer domes,new shopping mall,we are getting a new bus station,we have curry mile in Whalley Range attracting thousands of visitors from Northwest and beyond,we have King George's Hall,a brand new super hospital,a retail park with cenima/bowling and more retail,hotel and leisure industries investments on the way.So why are we people of Blackburn jealous of Preston . We go to Manchester and Blackpool for trips and shopping on some occasions.Preston is nothing compared to Blackburn.

The Bus Station should be kept and renovated. It is of architectural merit and seems very well used to me. The St Johns Arcade isn't the best, so perhaps that can go as part of any redevelopment.
Blackburn needs to get on and develop the market site. It needs a Wilkinsons and Home Bargains.

Accrington should be the new city in lancashire, after all it is famous.

M65 thats connect to M61/M6 motorways,Curry Mile in Whalley Range that attracts thousands of visitors from all over UK.Blackburn population is growing and could reach 170,000 by 2025.We will get a new bus station,more retail,leisure and hotels in Blackburn town centre.We are not jealous of Preston because Preston is nothing compared to Blackburn.

Blackpool around 140,000
Preston around 136,000
UK population is rising 63.3 million today to 70 million in 2027.
UK population is rising by half million a year ,immigration and rising birth rates driving this growth.
Blackburn has a large Asian population and they tend to have large families,that could double in 2030 plus the immigrants coming from EU countries .I think Blackburn population could reach about another 20,000 to 30,000 with this population forecast in UK to reach 70 million by 2027.Every towns and cities in UK with large Asian population like ,Bradford,Leicester,
Birmingham,Blackburn
,Leeds etc etc the population of these cities have increased by beetween 25% or more .It's the fact ,Blackburn Asian population has gone up from 25,000 to an estimate of around 35,000 .This is my estimate,if it continues the Asian popultion could reach 45,000 by 2027.
If M.danny says Blackburn with Darwen population will grow to 170,000 by 2025 it could be true.Nobody can predicts any population growth but UK population will reach 70 million by 2027 from 63.3 million today.
As for city status Blackburn might get it's City Status later but not now because of lot of regeneration works
going around Blackburn town centre.
Blackburn is not ready yet ,the town need a University,a Four or Five star hotel which Blackburn doesn't have yet.Blackburn has a Cathedral but there are 16 towns in UK with Cathedral but do not have city status and 18 Cities in uk without a Cathedral.
Three times Blackburn failed to get city status so it may be that Blackburn is not the only town but other Cathedral towns in UK are still not being awarded city status yet,It could be a very long wait for Blackburn.

Look at the top of the paper the good news is we are rejoicing in Blackburn is that the Preston proposal the Titherbarn project is abandoned after John Lewis has pulled out, it was far too big for a town same size as Blackburn and Blackpool.The Titherbarn project would harm neighbouring towns economies.We dont care about Preston getting city status,as we are very proud of Blackburn,we have BRFC what is Preston North End ?we have our modern shopping Mall,Soccer Dome,University,mode

Preston,Blackburn and Blackpool are just second tier towns it will never be cities like Manchester or Liverpool.Each of these towns must strive towards ensuring that investment must be of equal measures thus maintaining the viability of ech town's economy,with no detrimental effect to their neighbours therefore the argument is the Titherbarn project would kill off the neighbouring towns economies is overwhelmingly true.
Why do you think Blackburn council and Blackpool council were against the Tithabarn project ,they went all the way to court to stop this project which would harm their town centre economies.Do you think i am demented it's you who is demented ,as if we care about Preston is a city in Blackburn.Preston is just a town in the league as Blackburn and nothing more than a adminitrative centre for Lancashire Council.

lton and Blackpool.Manchester and Liverpool are a different league as they are proper large cities of UK. Can you post your future comments in you own local Ribble Valley papers or Preston Post as you happen to be very bias toward Preston.I myself lived in Blackburn all my life and i am too proud of my town,I lke Blackburn town centre,Blackburn Rovers,the new retail parks around Blackburn.I like the regeneration works that are going around the town centre,there has been lot of improvements made by the council.We got the new Mall Shopping Centre,the new University Centre,the new Health Centre,the town centre is progressing and although there is still more to do there are plenty signs of real momentum.We need a large hotel/conference venue in the town for a start,we could do with a new bus station which is planned at old markets.Sainsbury plans at the Thwaites Brewery are good for the town that would attract more shoppers into town centre. It would be wrong to suggest that Blackburn hasn't got problems of regeneration and development like many other towns and cities.As for the Preston Titherbarn project was unfair to neighbouring towns like Blackburn,Blackpool and Burnley which would harm their economies.Best thing for Preston right now is save the old bus station and improve their existing shopping centres like St John's ,St George's and Fishergate.Blackburn and Blackpool council were in their rights to protect their town centre economies and fought against this Tithebarn projects proposed by Preston Council.There is nothing wrong with that ,this is not the case of jealousy from Blackburn or Blackpool as Preston was awarded city status.

Tithebarn is nothing more than a 'pie in the sky' project dreamed up by the elders of Preston, and further propagated since city status was awarded 9 years ago........the dust has now settled, and the heads are out of the clouds, and this resulted in the duke of westminster pulling out of the project earlier on this year, and now John Lewis, who was to be the main anchor for the development.
This decision, undoubtedly, is not only a fiscal one, but a genuine realisation by the above parties that such a colossal development for a small northern town is unrealistic, and could end up being a 'white elephant'.
As for 'city status'.......who is the more worthy of Lancashire towns for the honour? my personal opinion is, undoubtedly, Blackburn.
As a Burnleyite, i am not the only one that shops in Blackburn....I know of countless Burnley folk who shop in Blackburn, and begrudgingly admit, that the shopping offer in Blackburn is Probably better than Preston's, now that the Blackburn Mall is complete.......Black
burn has a true 'city feel' about it. A compact yet airy shopping mall, that looks fresh and pleasant, Unlike Preston's 'disjointed' shopping scene....
Preston Needs an overhaul, as it is looking rather tired, but the tithebarn project was not the answer.......
Blackburn has had hundreds of millions of pounds worth of investments in the last ten years, and has resulted in a rather positive outcome.......Brand new hospital, new college buildings, New shopping centre, new health centre, retail parks. And once the cathedral quarter development bears fruition, together with the thwaites and old markets site, then Blackburn will, undoubtedly, hold it's own, and be worthy of being a city.
Finally, the office for national statistics (ONS) confirms its findings, that Blackburn's population will rise to approx 167,000 by 2031, and will be the largest settlement by population in Lancashire.....
