PENDLE'S Conservative leader has denied an agreement had been reached between Tories and the Labour Group to run the borough.
Coun Anthony Beckett spoke out after the claims by Liberal Democrat Group chairman Coun Howard Thomas.
The Lib Dems lost eight seats to Labour and the Conservatives, including that of council leader Alan Davies in a disastrous election last week.

It means there are now 20 Lib Dems, 16 Tories, 10 Labour, two British National Party members and one Independent.
Coun Thomas said: "Tory leader Tony Beckett offered us places in a Conservative-led administration, but we told him not to be so silly.
"This is a marriage made in hell and it will be a disaster for Pendle. People in Pendle will not understand how the Tory and Labour Parties can get into bed with each other."
The Lib Dem Group is to put its own proposal to the full council to run the council. But if the Conservative and Labour Groups find an agreement, they will have a majority.
Tory leader Coun Beckett denied his party had made a pact with Labour for power sharing.
A meeting was held at Nelson Town Hall on Tuesday, where he suggested the parties stick to the constitution and have three Conservatives, four Lib Dems, and two Labour councillors on the executive, and a leader in accordance with the political make-up of the council. He said: "There is no pact between Labour and ourselves and there are no agreements. We have not had any meetings to form such a pact."
[bold]After listening to Lord Greaves and Mr Whipp and the liberal incompetence I figured I might as well make them aware of the true statistics reflected by the index of multiple deprivation. I have set out below the information as it was presented to the Liberal councillors - it does not make good reading when you consider that £12 milion has been spent over the last five years to create this mess:
Pendle has returned to the top 50 most deprived districts in England
•The ranking decline of 27 places (out of 354 authorities in England) is the greatest of the 49 North West authorities and the 11th largest decline nationally
•In terms of local concentration of deprivation, Pendle declined 42 places, the 2nd largest decline nationally
5 Key points for Pendle:
Pendle has declined 27 places in the IMD rankings between 2004 and 2007.
2.Concentration of deprivation(iehotspo
ts) is now ranked 29th nationally (declined 42 places).
3.Pendle now has 1 LSOA in the worst 1%and 2 LSOAs in the worst 2%nationally.
4.Significant declines across all domains.
5.Approximately 5,246 0-15s(27.5%) and 3,500 Over 60s(21.9%) living in income deprived households in Pendle
Now this is not based on rhetoric but reality and reflects the divisions caused by mickey mouse approaches not only by the liberal administration but also the Council officers who have implemented these farsical strategies. I for one hope that the next adminstration reflects upon how to spend the £1.3 million of working neighbourhood fund and the £150K of Cohesion funding accordingly when you consider that the BNP has now gained a further council seat.
TIME TO GET A REALITY CHECK GENTLEMAN AND ASK YOURSELVES WHY THE HUGE WASTAGE AND WERE CAN AVERAGE JOE SEE THE ALEGGED GOOD WORK YOU HAVE DONE ON OUR BEHALF?[/bold]

"WERE (sic) CAN AVERAGE JOE SEE THE ALEGGED GOOD WORK YOU HAVE DONE ON OUR BEHALF?"
[bold]Let's start with cutting crime by a quarter in the last three years[/bold] and [bold]burglaries down by almost two thirds[/bold] . All as a result of the work by Pendle's Community Safety Partnership with the police.
And, according to national figures just released, [bold]streets twice as clean as three years ago;[/bold] with Pendle being the fifth cleanest borough in the region. (Because we introduced weekly sweeping of all streets instead of every three months by the former Lab/con council).
Then there's the improvement in play, sport and leisure...
The Index of Multiple Deprivation has worsened for East Lancashire districts - whatever the colour of their political administration.
[bold]A closer look shows that a time lag in the figures used means that out of date crime figures have had a significant effect on the position. When the more recent figures are used, Pendle's ranking will improve.[/bold]

Well that may be the scenario in Colne and Barnoldswick but definitely not the case in Brierfield and Nelson. We have two Lib Dem County Councillors for Nelson / Brierfield and no-one hardly ever sees one of them!! Hardly speaks at meetings so what is he getting his allowances for?? Things have turned worse for residents of Brierfield and Nelson since Liberals held power. Now let's hope that things improve under a Conservative led council!!

The latest IMD statistics do show that crime figures have improved significantly, however the other figures outlined have not been affected by this.Strange, anything that Senior Councillors have had to do with have failed and anything that an inclusive and open minded partnership does seem to bear fruit. Further the same methodology was used as 2004 IMD figures. As for the credit for the improvement in crime figures in Pendle going to Pendle Community safety partnership, thats a bit unfair when the real and majority of the credit needs to go the lancashire constabulary and their hard work. I also notice the contribution of the VCS sector in that as usual has gone unnoticed. ALSO PLEASE NOTE THAT PENDLE WAS THE WORST IN ALL OF EAST LANCASHIRE, NOW AS GOOD AS YOU ARE MR WHIPP MOT EVEN YOU CAN MAKE MUCK SMELL GOOD[/bold]

As a member of Lancashire's police authority, I am well aware of the contribution made by the police.
As chairman of Pendle's community safety partnership, I am well aware of the contribution made by all the organisations that contribute there.
As a 'senior councillor'(!), I am well aware of the contribution made by the Liberal administration of Pendle Council: cash to employ police community support officers; funding for 'diversionary activites' for teenagers; funding for programmes like the 'Don't do Damage' campaign; resources to tackle environmental offences (graffitti, fly tipping, litter etc); investment in neighbourhood action.
Of course there are deep seated problems that still need a lot of work to resolve. Unlike the other groups on the council, the Liberals have the positive proposals and political will to do something about them.

Mr Whipp you surprise me immensely, you are almost starting to sound like lord greaves, and that would be a shame.
Lets make it clear the funding has come through central government initiatives including £12 million of NRF funding (2002 - 2008)which has resulted in more police officers but decrease in quality of life for certain areas in Pendle. Specifically the huge and disgraceful rise in infant mortality rates in Nelson (Pendle is the worst for this in England). The £12 million has not improved the chances of those who are still living in poverty more than ever before.
As for your positive proposals, I suggest you look at the recent allocation of the WNF (£1.3 milion) being allocated to projects which have contributed little or nothing to the social and economic issues faced by Pendle. Some of these projects including over £100,000 being given to Pendle Leisure Trust which is losing money by the bucket load and is being propped up with tax payers funding - and lets not forget the wheel within wheel and body in motion and of course Building Bridges - have you not seen that in the four/five years of NRF funding these organisations have not become self-sustaining and that was the purpose of the NRF.
So please spin these web of half-truths to those who don't understand what is going on - hopefully the new adminstration will review the situation and take some appropriate action, although looking at the conservatives and labours weak leadership I think Pendle is in for the same muck as usual

The political elites are determined to destroy us. They have no vision worth striving for.
The Labour Party's core ideology is the supremacy of the state. The truth is that Calamity Brown believes that everyone should hand their earnings over to him and then fill in a form to claim some of the money back. The state will decide what you're entitled to, and Calamity Brown would like to tell you how much and on what it can be spent on. It's tyranny writ large.
The Conservative Party's core belief is the supremacy of big business. The whole purpose of society is that we are here to serve business and every aspect of life should be geared to the needs of corporate interests. What a truly appalling prospect.
The Liberal Democrats don't know what to believe.
The political parties are a 'busted flush'. They are bankrupt ideoligically and in some cases financially. Membership has collapsed and they are floundering trying to find ever more inventive ways to bribe voters into supporting them.
In summary they have no clue what to do. They are trapped like a fly in a spiders web that they have themselves created.
Where is the Party that will give us the much needed debate on globalisation?
Where is the Party that will addresss the issue of the bogus monetary system?
Where is the Party that will offer vision of proper local governance?
The parties are bankrupt and pitiful. They lack people of real vision, courage and passion.
In short none of them are worth voting for.
