Barnoldswick councillors’ walk-out slammed as 'childish'

A MEETING due to discuss a controversial planning application had to be cancelled when two councillors walked out.

Barnoldswick town coun-cillors Jenny Purcell and Keith Bailey left the town council planning meeting, which was due to look at a planning application for a supermarket on the Carlson Filtration site at The Butts.

Representatives from devel-opers Maple Grove and over 15 residents attended the town council planning meeting, on Wednesday evening, along with four of the five members of the planning committee.

Plans for the 3,575 square metres store were vetoed by nearly three quarters of the residents who took part in a poll last week.

And while the comments of the town council committee over the store will not be binding when the application goes to the West Craven Committee in three weeks time, they will still be taken into consideration.

But the meeting had to be cancelled after the two councillors left, citing the non-attendance of David Stead for their reason for leaving.

Coun Richard Whiteley, who chairs the committee said: "The councillor who could not attend sent his apologies and we could have heard the matter in his absence.

"He had work commitments. But because both councillors walked out we could not make any decision or even discuss the application.

"From my point of view it was absolutely childish behaviour."

Coun Purcell said the main reason she walked out was because the councillor should have been at the meeting, which was crucial' for the residents.

Coun Bailey said: "Basically I am getting fed up of councillors not turning up to meetings."

Coun Margaret Bell, who took notes on the night, said she and Coun Marjorie Adams were sharing the minute taking duties and it was acceptable for them to do this until a new clerk was appointed.

The planning application will be heard by the West Craven Committee on May 6.

How come we have a tempory clerk who took over the position from a excellent clerk and who knew what he was doing.This acting clerk is a liberal clllr,Town Cllr,West Craven Area committee member,,Bourough Cllr,how can she be autonomous?Also the chairman of the town council is a liberal ,Town Cllr,chairman of the west caraven area committee,a bourough cllr,how can she be autonomous?and take minutes and vote on issues if she is acting clerk as well?The chairman has answered the question that everyone wanted to know why have a town council that has no power or authority,only to rubber stamp everthing for the west craven area committeee.Why do not the liberal democrat cllr;s not listen to the people of the town more so those who have great knowledge of the area like Mr.Stanley Graham.We have had more polls than one can think of on this issue and at the referendum last week the vote was No.Why HAVE A TOWN COUNCIL when it is run by the LIBERAL BOUROUGH CLLRS,Also the LIBERAL BOUROUGH CLLRS RUN WEST CRAVEN AREA this answers all your questions.These are the people who are making the dissions on all planning applications Good on you INDEPENDENTS WALKING OUT its time people stood up to these sort of people.So if you vote for the Liberal's you will not be able to have your say because there is only one way the liberal way.wHY GO ONTO A COUNCIL IF YOU CANNOT ATTEND MEETING'S.At the end of the day what is the point of having a town council only to be run by the Liberal Bourough cllrs?

So, a democratically called meeting has to be abandoned because two condependent councillors (one of them's a Tory candidate in the elections - the other signed the Tory nomination papers...). As a result, the Town Council aren't able to comment on the application.
Excuse me, but what's democratic about that?
Sounds like they've spat their dummy out.
As I recall, the Liberals on the Town Council voted to oppose the original application for a new supermarket - giving sound planning reasons.
Why are folk having a go at them, when they are clearly listening very closely to what folk in the town are saying?
Or perhaps it's just Tory inspired false hysteria?

It's not often that I put pen to paper but I feel someone must putthe the record straight. As Chairman of Barnoldswick Town Council I'm astonished at Cllr Baileys remarks 'Basically I'm fed up of Councillors not turning up to meetings' he should look at his own record before calling others. Cllr Bailey has the worst record of the whole Council, with just getting over 50% attendance at meetings. Cllr Jennifer & Harry Purcell are only just behind him both with less than 60% attendance.

In response to 'crumpet' as few facts for you to consider..

As I remember it the lib dems on both the planning committee and Full Town Council voted against the proposed supermarket application on the 26th March.

Is it not true that the Liberals have halved the admin costs by allowing a part time clerk costing £28k a year to retire when he reached 65 (and, without any help from the ‘independent’ councillors are voluntarily carrying out the work in the period before a new clerk is appointed).

I totally agree with your comments 'WHY GO ONTO A COUNCIL IF YOU CANNOT ATTEND MEETING'S' perhaps you should mention that to Cllr's Bailey and Purcells.

Lib Dem Cllrs work all year round for our Town not just when it suits them or at election time.

cllr bailey and cllr purcell must feel right plonkers at this minute in time.complaining about cllr steads attendence.cllr stead has missed 4 meetings. but the two accusers cllr purcell has missed 6 and for cllr dopey bailey has missed 9.this is disgusting.these two cllrs should resign in disgrace.what hope has barlick got with these two clowns not turning up. then walking out when they do turn up.they have more front than blackpool.these cllrs are only on the council for themselves.they act like babies.cllrs purcell and bailey you are a disgrace and a joke to barnoldswick.do the decent thing and resign

perhaps they really did have genuine reasons for missing these meetings I don't know? However as I understand it this was a critical meeting for the residents of the town & all the councillors owed it to them to attend. by the way print the attendance figures for your liberal Pendle councillors who get a wage for their efforts, unlike the town councillors who get no wage & we are all to happy to slag off!

I have been following the articles over the past months relating to various issues about Barnoldswick and the wider area including, Events, Planning for the supermarket and most recently the news of two non Lib Dem Cllrs’ walking out of a meeting.

I, like Cllr Margaret Bell feel it is time that I too, put fingers to the keyboard and expressed my views and support for the hard working local Lib Dem Cllrs.

I would like to highlight an issue that was raised the other month relating to the costs of events and for those who can read between the lines point out a few home truths!


Events - Barnoldswick has a reputation for providing fantastic quality events to the Town's folk, surrounding area and to visitors! The impact on the local economy speaks for it’s self but for those who seem to be in cloud cook coo land at the moment I will point it out!

Retail Spend
Increased over night accommodation
Increased repeat footfall into the area

I would say that those in glass houses should be careful what they throw, especially about events because as far as I can see the events that are held are value for money unlike the fiasco of recent costly Barnoldswick Markets!!! How many visitors did they attract, do they have stats! I think not. (Oh, could that be because they were cancelled! At least the Libs have stamina!)

This all boils down to the same issue, the non Lib Dem Cllrs’ are quick to get off their seats (at the recently held Planning meeting) but not get off their bums and actually do things Correctly! It is just a prime example of those who have not got the ability to act as responsible representatives for this Town. My support is and always will be with the Liberals and with the pending Pendle election I would also like to take this opportunity to show support for them and the standing candidates

And calls of advise to Cllrs’ Purcel and Bailey “sit down, stay at home and stay put, where you are less likely to embarrass this Town!

In response to crumpet," Why have a town coucil if its run by Liberal cllrs'"? Is crumpet unaware we live in a democratic society and the Council was elected by the people of the town? The public have put in place their choice of candidates to run the towns affairs for them. Yes the public's choice is why!! If a Liberal was not to chair, who would be there to do it?

I agree with Cllr Whiteley on this, indeed, if this position was left to another Cllr from another party to Chair the Planning meetings I guess the meetings would literally be Chaired by a 'Chair' (an empty chair!)

Nipper asked about Pendle councillors who get paid.

I think the Labour and Tory leaders (Cllrs Iqbal and Beckett get paid extra 'cos they're supposed to attend the monthly executive meeting - but they've hardly ever been!

That Whipp guy is always there - and I've seen him on the webcast from the county council meetings giving Labour plenty of grief. Looks like good value to me!

I would like to bring to your attention that David Whipp receives in excess of 41 THOUSAND POUNDS A YEAR. Yet he still has the cheek to be a parish councillor. I bet he wishes there is some allowance for being a parish councillor.

Perhaps people with such strong views should try standing! It may give them an insight into whats really involved. Rather than wasting there time and efforts pointing fingers, anonymously! They could put them to some use?

I think you'll find that the BNP are the ones with the Adolf Hitler, Nazi tendencies - not the Liberals.

As for myself,the residents of my ward and county division have elected me 21 times over the last 27 years. Coming top of the poll so often shows that the people who matter most - those I represent - value what I do on their behalf, year in year out.

Political opponents put all the words they like in my mouth on U-tube but the people of Barnoldswick know I represent them to make a difference for our town and area - not to make money.

I accept that the poisonous opinions of those who cannot understand the concept of public service will never be convinced otherwise, but there you go!

I agree with cllr Whiteley. Have a go. stand for being a cllr. WHAT AN EYE OPENER!. Not as easy as you think. Or even go and sit in on a full council meeting, And see for yourself.

It is not easy being a councillor. In order to have any chance of doing the job well you need to be really smart - thankfully I'm a complte dim-wit, so that rules me out.

Anyone can, of course, stand for election and recently an 'independent' was elected to the Barlick Town Council, but nationally one of the great tragedies to befall local government has been the virtual elimination of the 'independent' councillor.

The power and grip of the Parties is now total.

When Party members say anyone can have a go and stand for election it is a bit like Sir Terry Leahy the CEO of Tesco saying anyone can compete with the big supermarkets. 'Independents' are always 'out-gunned' by the resources of the Parties, just like independent reatilers are with the big players in retailing.

The irony is that the political parties are in absolute crisis. Membership is in freefall and has collapsed from 4.5m to 0.5m in the last 50 years. Parties can neither attract members of sufficient calibre (you've only got to look at the candidates they offer for election) nor adequate funding.

The core belief of Labour is the supremacy of the state, the Conservative believe in the supremacy of 'Big Business'. Choose your tyranny. Heaven knows what the Lib-Dems believe.

Mr Whipp can you honestly justify your £40K+ salary a year? As a public servant if you and others had done your jobs right Pendle would not be seen as the "unhealthiest" AREA of lancashire. Rural poverty is on the increase and the only ones benfitting are you and your so called liberal colleagues. After your 21 years has your representation made any significant improvements to your constituents life? reading the comments here I would have to say no. As for making out that a councillors life is so hard - I have seen most of your colleagues - they do not seem stressed or malnourished to me, actually its quite the opposite. So please take a long hard look at yourselves - you and yours have made Pendle the worst place for infant mortality, health inequalities and in likelihood made sure that Pendle has been taken for a riDe by the developers of the recent public buildings - that would not surprise us at all. Roll on your time fo re-election and then as usual your tone wil be onE of humbleness - TYPICAL BLOODY POLITICIANS.

Do a google search on Whippy and you will get the following, Lancashire Police Authority member, executive member of Pendle Council, Lancashire County Councillor. So whilst people like you and me go out to work to earn money this greedy person sits in meetings eating refreshments and drinking cups of coffee AND GETTING PAID FOR JACK!!
