Nelson needle centre plans to be discussed tonight


PLANS to convert a former bank in Nelson town centre into a drug and alcohol misuse centre with a needle exchange will be discussed by councillors tonight.

Traders have protested against voluntary body CRI’s plans to create the centre in the former Halifax Bank premises in Manchester Road.

They fear it will attract the ‘wrong kind’ of people into the area and believe it should be outside the town centre.

But Pendle Council’s planning officers recommend the proposals are approved.

The proposals include a needle exchange service, specialised prescribing, structured day care programmes, clinical support and counselling.

If the plans are approved the centre would open between 9am and 5.30pm Monday to Friday and 9 am to 1.30pm on Saturdays.

Access to the needle exchange unit would be from the rear of the building.

The facility is funded by the East Lancashire Primary Care Trust and commissioned by the area’s drug and alcohol abuse team.

Pendle Council’s Nelson Committee will meet at the Town Hall at 7pm.

oh yeah, cos Blackburn is so much better isn't it you stone island CHAV,
yep i'm sure many people will agree with you that its a good idea to spend scarce taxpayers funds on a centre for smack heads who contribute absolutely nothing in any way shape or form to society REGARDLESS of where that centre is to be located - if you don't have any legitimate comments to make on a serious issue then why bother???

They go all out to help these people who have only themselves to blame for being druggies. Whereas, some drugs are too expensive or un-available for people who are genuinely ill through no fault of their own.
These are the people who should be helped and not the scum of society.

There a several issues here. The first is that this 'centre' is only duplicating the work by other organisations. 2. If it is funded by the East Lancashire Primary Care trust, why can't it be in the Health Centre, or Pendle Hospital. They are both only a short walk away? 3. The planning application form says that the app is made by the Crime Reduction Intiative, so where do they fit in?
4 Despite what is said about blacking out the windows of the former shop, and having the needle exchange at the rear of the premises by appointment, a town centre is not the place for such a facility. However it has to be accessible, (and I can't really understand why) then there are premises, i.e. former offices in Carr Road and in Trafalgar House, which would allow the 'visitors' far greater privacy, and keep them away from the gaze of town centre shoppers.

Completely agree with the above comment made by Izanears. There is an organisation called Early Break that operate from St Philips Church on Leeds Road which is funded by the PCT, so why can't they deliver this service if they are already not? The Town Centre of Nelson has enough problems to contend with, it does not need this as well!

This really would be the final nail in the coffin for Nelson town centre. Do these muppet councillors actually listen to what the traders have to say?

Izanears...I must say I agree with your comments above, this is an ill-thought ill-informed idea, the health centre is only down the road, surely the exchange centre should be there or St Philips Church where the Early Break organisation operate from...where do they fit into all of this?

No doubt the planning officers have recommended approval on the basis that there are no planning grounds to refuse it.

I think that the councillors should grasp the nettle here. Hell's teeth! Nelson centre has enough problems already. This is a prime town centre location. What message would it send out?

I am disgusted that the charity behind this has considered it to be a suitable location and they have shown no respect for the town, its population or its potential customers.

These sort of places, as necessary as they might be, should not be located at the heart of a town's retail centre.
