Lancashire County Council bids to outsource IT in £1.9billion contract


UP to £1.9billion of Lancashire taxpayers’ money is set to be spent on a huge new computer contract.

In an unprecedented move, County Hall is advertising for a private-sector computer giant to help it run all of Lancashire’s IT network.

Unions said they were “concerned” about the implications for jobs in what could become Europe’s biggest IT contract.

Bosses say the 10-year deal will save taxpayers money and make services more efficient.

Police and fire authorities as well as district councils will be invited to join the contract, which is being targeted at the likes of IBM and BT.

The scale of the partnership would dwarf Blackburn with Darwen Council’s partnership with Capita Symonds, signed nine years ago.

It has already been put out to tender, and Phil Halsall, Lancashire executive director for resources, said a final decision would be made in the autumn.

A statement by the county council said the changes “had nothing to do with job cuts”.

It said: “We think the best way to continue improving our services to people in Lancashire and to save money is to form a partnership with a private company.”

Under the contract, a new company would be created between the winning bidder and the council, and would be jointly-owned by both parties.

Mr Halsall insisted this meant the arrangement would not be “outsourcing” like the government’s NHS computer contracts that were branded “catastrophic” by opposition parties.

It would have an initial value of £47million which would increase as more work was transferred into the deal.

A total of £1.9billion could go into the contract over the 10 years.

The private company would lend staff to the company and advise how services like HR and payroll, print services and running the pensions system could be made more efficient.

Council workers would be seconded to the company on the same terms and conditions.

Unison rep Carol Lukey said: “This is just outsourcing.

"If it doesn’t work out, or there turns out to be more people than are needed, which is probably the case if they are trying to save money, of course it concerns us.”

People are right to be worried. Has anyone ever seen a public IT contract actually work as intended or come wthin budget? I think this is outsourcing. i hope the unions will fight this before the precedent is set. no matter what we know who will pay.

When has any IT contract bought by the government worked properly? On too many occasions we constantly hear: “We have made mistakes but have now learned from those mistakes”.
Get it right first time and stop wasting our money!

Hi All.

My concern having looked into the real meaning to Internet2 and the full censored web they are building all around us..... is this money paying to implement this control grid?

You cant beat pen and paper, envelopes & stamps, ok it's time consuming, but the system works, computers are only as good as the person programming them, Hey! we all make mistakes.
thing is if a page is mis spelt or something added up wrong, it can be found .
If the computer goes down everything is down, we lived without computers yrs ago, why not now, too many people can access our information, & don't thing your protected by the Data protection act, how many people especially women fill in questionaires
on the internet for vouchers etc, you give them the info freely, stores know more about you than the Govt'
.Phone the DVLA for £2.50 you can get all driver details number address how many points etc just give them the Reg Number. scary isn't it?

£1.9 Billion on an IT contract??? How can LCC afford this? I understand it's over 10 years but that works out at £190 Million per year. That's a hugh sum of money to be spending just on IT. Also District01's comments are totally true, look at the NHS contract, it had hugh over runs, not just in costs but in the time scale needed to setup. The other thing is firms do cut corners to make profits. Why can't LCC keep it's IT under its self!!! I'm totally against this.

Totally agree, execs who know nothing about IT always seem to think "Let's get the experts in and everything will be OK". But there are no experts, IT is a constant learning curve, the best experts for the job are those already working there. If it needs to be more efficient and effective, employ some more staff.

If anything more than a tenth of the sum mentioned is spent, LCC are wasting tax payers money.

but we need this money for our 100k+ wages and final salary pensions, so what if the computer system never works ;)
