A CARE home has been placed in special measures after being branded inadequate by inspectors.

The team from the Care Quality Commission (CQC) found Carr Hall Care Home, in Barrowford, was failing when it came to being safe, effective and well-led.

It also requires improvement for being caring to people and for its responsiveness.

Inspectors made three visits to the Carr Hall Road home on September 8, September 11 and October 9.

Inspectors found staff were caring and knew people at the home well and treated them with kindness and respect.

However, inspectors said the home was ‘not safe’, with risks of a fire ‘not adequately managed’ while faults to the premises had not been rectified and fixed in a timely manner.

This included a roof which inspectors found had been leaking for around 19 months.

The home provides accommodation and personal care for up to 23 people who are older, have a physical disability or live with dementia.

Inspectors said: “The service was not safe.

“People’s medicines were not managed in accordance with safe procedures.

“Staff had not always been given guidance on best practice in safe management of medicines.

“Risks to the health, safety and wellbeing of people who used the service were not always adequately assessed and appropriately managed.

“Risks in the premises were not adequately and timely resolved.

“Risks of fire had not been adequately managed.

“Faults to the premises had not been rectified and fixed in a timely manner.

“Safe recruitment procedures were not always followed.

“Staff were not always aware of their duty and responsibility to protect people from abuse.

“Safeguarding concerns were not reported to the local authority.”

But the home was praised by residents for certain aspects of its care.

The inspectors said: “People told us they felt safe, relatives and professionals also felt people were kept safe.

“People and their relatives told us staff were caring. Staff knew people at the home well and treated them with kindness and respect.

“People told us staff respected their privacy and dignity and we saw examples of this during our inspection.

“People told us they were encouraged to be independent.

“We noted that equipment was available which supported people to be as independent as possible.”

The care home was unavailable for comment when approached by the Lancashire Telegraph.
