I AGREE wholeheartedly with Mr T Jones (LT, April 30). Having lived in Blackburn all my life, the last 12 years on Shadsworth Estate, I have seen a vast decline in the upkeep of housing and general cleanliness of this estate, even more so since Twin Valley Estates took over.
Houses and shops boarded up, graffiti, front gardens full of old mattresses, fridges, litter, junk and waste bins overflowing.
Rear gardens are in an even worse state, one can only guess what the inside of some of these houses look like.

But if Twin Valley are somewhat lacking in looking after their housing estates, their lack of consideration and understanding in customer care really does take the biscuit.
As an owner-occupier I live in one of a block of four flats. One would have expected that before any major maintenance work was carried out residents would be notified. Not so with Twin Valley
When I rang to ask them if they would notify me of any further disruption I was told that as an owner-occupier they were not obliged to do so, that it wasn't their policy.
With 80 per cent of council tenants on housing benefits, it is no wonder the estates in Blackburn are not looked after, for there are only 20 per cent of us paying the bills.
Incidentally, a little bird told me that tenants having work carried out would receive £400 towards decorating. I can't see the DIY shop doing much, but the pub on the corner will do well.

Shadsworth is a typical council estate where [bold][italic]some[/italic] [/bold] residents don't give a hoot about their homes and the garden is the least of their worries. This has been ongoing for years and years.
I wish all the councils and housing associations would act on these disrespectful tenants because they do have the power to act as it is in their tenancy agreememnt to keep their gardens tidy.
I followed ITV's, "Are You Being Serviced," which followed two of BWD's drain cleaners and what an eye opener it was! Gardens like jungles which portrayed the area as one big dump.
Cheap property, good sized accommodation can be bought but the risks are obvious and you must have known that 12 years ago when you bought your flat because nothing has changed.
As for Twin Valley informing you, why should they? You are not one of their residents.
