RE the story about a man being fined for leaving his wheelie bin lid open four inches.
The obvious solution would be to give the man an extra bin and anyone else who can more than and anyone else who needs to fill more than one bin an extra bin.
Rather than fining him they should be helping him to help them.
No wonder there is a rat explosion.
