Road markings can’t be seen

Some of the road and lane markings are absolutely atrocious in Blackburn.

In Darwen Street and King Street they are hardly visible and on a damp night cannot be seen at all.

It makes me wonder who is ultimately responsible for this because I suggest they should go and have a look at the Lidl and Netto car parks and see the quality of the bay dividers.

If a pedestrian tripped on a pavement, the council would be liable for personal injuries.

If a driver had an accident as a result of not being able to see the lane markings, would the council accept negligence in not keeping the roads in a worthwhile condition for drivers?
