If passed the building would be flattened and 43 homes would be built in its place.

The site has been up for sale for five years, since October 2010 with no successful sale being completed.

A spokesman for the applicant said: “CBC, and Ritchie and Ritchie LLP have liaised extensively with the local community prior to the submission of this outline for the planning application.

“This has included a presentation to the local committee members, ward councillor, and chief planner at Hyndburn Borough Council.

“This resulted in a number of minor changes to the scheme, namely, the introduction of a number of bungalows for sustained living, retention of elements of the 4m high wall fronting Victoria Street and the stone pillars fronting Commercial Street.

“These changes have helped in further enhancing the appearance of the proposed development within its surroundings.”
